Refund never received. Escalation needed

I have placed an order online about 14 days ago. Then BestBuy informed me that order can’t be fulfilled. It was never delivered so they said it will be refunded. It’s already 10 days since I received refund email and there is no refund. When calling customer service they keep saying it will come in 24 hours, 48 hours but nothing happens. Do you have managerial escalation since at this time Best Buy is illegally keeping my money. Order has never been delivered and it looks like a scam.
