Refund issues.

I order 4 different items that all said delivered on the same day, that's no problem I was actually excited. Then I made it home to see nothing on my porch or in my parcel locker. So I contacted Best Buy whom was very nice and seemed helpful to get my order refunded. That made me rest at ease, but unfortunately I received a email today stating they would not be refunding my order, and that I should contact local authorities. This helped me none at all, not only am I out almost 900$, but I also just feel cheated. How am I responsible for the packages I never got to get my hands on. Someone please help, this can't be how this ends.
