I myself am having the same dillema. New phone, DUO app not recovered, Saved backup codes from Best Buy not working at all.. I have tried them all, i was dillegent in saving the codes in my Lastpass incase i lost my authenticator app.
I don't understand, if you can make a new account and merge with the old to get by the 2FA issue, why can't you simply use a cell phone on file or some other means to re-setup 2FA? Instead of forcing users to create a new email address and make a new account and call in to get the merge done.... it would be safer to just validate the user on a phone call with a Last Order number/email verification/ phone verification text.. and let the user reset.. why the need for the merge? No difference what soever.. sounds to me its more a limitation in the BB systems than the actual process.

Welcome to our forums. It’s disappointing to hear you’ve been unable to log into your BestBuy.com account, as I imagine this would be an understandably frustrating experience.
As it sounds like you’re aware, accounts with 2-step verification enabled can’t be accessed without the security code or backup codes, nor are we able to generate new backup codes for your account. The only workaround at this time would be to create a new BestBuy.com account using an alternate email address, and if necessary, we can merge your two accounts once a new account is created. There is not another workaround we’ll be able to offer at this time.
