Who was the carrier who dropped it off? That's where I would start. Generally there will be an investigation done and attempt to recover/redeliver said package well ahead of any discussion of refund.

I have no idea who delivered it. I ordered it from Best Buy, they delivered it and their "Customer Care Team" sent the email claiming it was delivered. I have no other contact information. Hence, my inquiry to Best Buy to resolve the problem.
