Ordered online, then store called to say product not available

I ordered two items, and a couple of hours later, a store that received the order called to say the items weren’t in stock at his store, he couldn’t cancel the order at the store, I had to cancel. I went to the order page, and it says I can’t cancel, because the order is being processed. Th virtual chat isn’t working, and call time wait is an hour. Why can’t the orders bounce from store to store until one has it available? And why are orders for unavailable products going through?
