Order cancelled

Everytime I place a order and use my Best Buy credit card, my order initially goes through, but I receive a order cancellation several minutes later. I have called Citibank, who is In charge of the credit card, and Best Buy customer service and no one has any answers. They keep blaming the other and no one has resolved my issue. Anyone else have this issue? No matter how many times I call no one can fix the problem.
