No Refund/Refund Delay?

I recently ordered 2 items online from BestBuy and received nothing in the mail. I contacted Customer Support and spoke to a nice woman who understood my frustration as these 2 items were meant to be gifts. At the end of our conversation, I was refunded for 1 item and not the other. I was told that I may or may not be refunded for the other item and am very frustrated. Why would I be refunded for 1 item I never received but not the other? They were part of the same order???

To add to this, why was an order that was $800+ not shipped with signature confirmation and left out in the public?? Adding insult to injury, they refunded me for the cheaper item but look to be refusing to refund the more expensive item. It shouldn't matter what the cost of the items are because I didn't get what I ordered! This makes absolutely no sense and really hope I can get some help here to resolve this issue because I don't want to go through the trouble of having to file a dispute with my bank.
