If this was for shipping, you can always take it back to the store to exchange it for a new one. I'm not sure how that happens as Best Buy does have strict processes in place for selling new items and that if you received a item that looks like it was used, well that would not be following their protocol.
It "happens" sometimes but it's not one of those things where its frequent.
As far as reviews go, I've tried to post my negative reviews on another site for a product that was not fulfilled properly but it too was not posted (The Big A ) is one of those sites. I guess it's within their community and they do require you to contact the seller or vendor first to see if you can resolve it as everyone needs to be happy in this situation.

This is a decision you'll have to make. With items in extremely short supply, a return does not guarantee there will be another immediately available. Online orders do not provide the typical return/exchange process you'll find when you purchase in store. If you are unhappy with an item that was ordered online, you will return it and be provided a full refund.

Because I am an employee. I'm not part of the moderator team, I work at the local level so I don't have access to look specifically at your situation.

Online orders, even picked up in store, can only be returned. A subsequent purchase would have to be made in order to get another item.
As for the assertion that they can just send a replacement on an item that is in high demand, unfortunately that is not true. Contrary to the internet's common misconceptions, there is not a warehouse "hoarding" these waiting for the next big "drop". When we have a solid/accurate committment on the items coming from the manufacturer, we open them up for purchases on BestBuy.com. Those are immediately shipped out to fulfill those orders.
Again, your options are: 1. If the item is too far damaged or you're unhappy you can return it within your return window and purchase again as the item becomes available or 2. if it is just the packaging that was impacted and you're comfortable with keeping it due to the shortage you should do so.
