Never received my item!! Horrible service from best buy

I've place an expensive order on bestbuy.com to be delivered to my place of business, and was shipped thru multiple carriers a partial order content of multiple laptops it says it was shipped thru shipt (local carrier) it says it was delivered at 9:01pm long after busine closing time and there would not be any place to leave it, we have never received the package, called best buy multiple times and was promised a refund only to be refused a couple of days later stating it was delivered and there is nothing what they can do. (Horrible service)
Is there anyone had this experience? Is there anything I can do?

A process is supposed to take place. When a high value item is reported not delivered when it shows it was, an investigation takes place. At the end of the investigation, if it was determined the delivery was proper you would need to contact the police to report theft of an item. Best Buy should also notifiy you of the investigation of these results via email as well.

How can it be proper when it claims it was delivered in a commercial neighborhood late at night when everything is closed on the street an expensive box (they haven't shown me any proof)
