Never received my IPhone Max

Hello I placed an order on June 26 for a IPhone 11 Pro Max and it was "delivered" on July 1 by usps. When I opened the box the only thing inside the package was a SIM card for AT&T. I didn't keep the box not thinking I would need it and the tape looked tampered with but again I put the box in the trash. I've been back and forth with AT&T they tell me they can't do anything that Best Buy has to start a claim I've called Best Buy multiple times and spoke to a rude sarcastic manager that was unable to help me either Best Buy says they've completed their investigation but nothing has gotten resolved because I am still being charged $1,249 by AT&T for a phone that I never received in the mail I am a employee of Best Buy and I've worked there for 3 years and this is embarrassing. I've also contacted Ups and USPS and was told by both that Best Buy needs to file a claim first which makes sense to me because I ordered the phone through Best Buy but they are obviously no help I had surgery a couple of weeks ago I am out of work and don't have the extra money laying around for that especially that I don't have the device it's very frustrating I'm upset and I'm embarrassed to say that I work for a company that just gives me the run around now I understand why customers get so upset. I've also been in contact with my police department and they also said to go through the company I ordered the item from. If someone can help me here I would appreciate it thank you!
