My BEST BUY Offer - Does not apply in cart

I was looking at Mortal Kombat 11 - Premium Edition for $99.99. On the same page I have a "$89.99 with my BEST BUY offer". I clicked apply offer which lowers the price to $89.99, but when I go to cart the offer/$10 discount is no longer included.

I do still have my GCU activated, which provides the 20% discount, but this extra $10 is not included at all. Even though I apply the discount prior to cart, my GCU is still doing 20% off of $99.99, instead of 20% off of $89,99, which should be my new price.

I read the terms and conditions and saw no statement mentioning that it doesn't apply to GCU members. And what is stranger is why would I even get this offer if it will always be cancelled out with no way to actually use it?

Is there a way I could manually setup my purchase so that I get my Best Buy offer along with the GCU discount?
