Missing item

I have an international number and I am in the US for a family emergency. I ordered a prepaid phone and $40 card so the hospital can call me. I received the phone, but not the card. I can’t get through to customer service. I just want a refund for the card. I can get one on line from Verizon without having to go all the way back to the store, but it says the card is not returnable. Duh, I never received it, but was charged for it. Now what.
