How long have you had it?
Your best course I believe would be to physcially bing it into the store and do the return, if it is in the return period.
Then purchase, or order, your replacment.
If they were to do it in the manner you described you would be charged for the replacement and not get refunded until after the return was fully processed.

Your best bet is to bring it in. You may get charged for the free games if you don't do a full on exchange, in which case you may need to wait on the replacement.

The computers I game with BB does not carry in store either. When I had an issue with one I brough it in. they gave me a credit for the machine and I purchased a new one as the one I had was no longer carried by BB. Granted I was without a home computer for a week or so but it worked out in the end.
Granted this was in conjuction with servcie plan and not a return. I think the first thing you should do is bring the defective computer in so you don't accidentally miss the return period.
Whats wrong with the machine you received?

Thats what went wrong on my computer. Though it was a much earlier GPU.
Try going outside of the GeForce. go into the device manager and replace the driver there.
I had an issue with my AMD at work when we upgraded to Windows 10. I manually replaced the driver.
GeForce Experience has caused some issues for me in the past. I uninstalled it and went and got the newest version.
That resolution thing does not sound good.
What brand and model of monitor are you hooking up. I doubt if the monitor is the issue. What are you hooking the monitor up with? Have you tried a different cable or connection

Have you tried it with a USB C connection?
That card certainly supports much higher than your getting.
another thought. Could be your cable layout. make sure your cable is not running over the top of or near your power supply or any other powered devices. Also running near speakers. Magnetic field interference.
Puling at strings here but simple things worth trying. I know I sometimes get interferene on my radio at work from my monitors.
