Best Buy Unable to Process E-Gift Card Order // Telephone Support Not Answering

I attempted to purchase Best Buy e-gift cards.  I placed the order using PayPal and received an order confirmation email from Best Buy.  Immediately thereafter, I received another email from Best Buy stating, "We're sorry. We were unable to process your E-Gift Card order from Best Buy. If you have any questions or concerns . . . please call 855-820-0485."  I then tried to place the order again using a credit card and received the same error email from Best Buy.  I have called the Best Buy phone number provided in the error email, but no one answers, and the call goes directly to voicemail after following the appropriate prompt.  No one from Best Buy has returned my voicemails.  My credit card has been charged three times, and the card issuer confirms that the problem is on Best Buy's end.  Can you please sort this out promptly?

As a follow-up, I just received the below message form Best Buy Gift Card Support:

 

"We apologize, but we were unable to process an eGift Card order for you.  Electronic Gift Card quantities are limited during the promtoional period from 4/28/2019 - 5/11/2019.  In-store purchases for plastic gift cards are avialable if you should need a gift card during the promotional period."

 

However, I have not been able to successfully order any e-gift cards during the promotional period.  Does this mean that Best Buy is unable to fulfill any e-gift card orders at this time?

In the gift card offer description, it states that there is a limit of three per household for this promotion. I have sent an additional private message to you with a few more questions to dig into this further.
