Best Buy Package Lost

Good morning! I bought a laptop Dell XPS for my nephew who is a mild Final Fantasy gamer. Unfortunately, the laptop was marked as shipped but was not able to be found. I filed a police report & filed a claim with UPS and contacted Best Buy Support. Apparently my order was approved for a refund ($2100) but every customer service representative has told me that they do not have the authority to give refunds over $750. I keep calling and I keep escalating the issue, however it has been over 1 month. Please let me know how I can just move on from this issue.
