I figured I would help out BB with a response to this:

"We apologize for your frustration, and we hope our apologies will somehow solve your issue without us having to actually take responsibility for the issue, and we will not actually do anything on your behalf with Citibank even though it is our partnership with them. We will direct you to Citibank, who will do nothing or ignore your issue. Have a great day!"

amishtek - you nailed it! This is exactly the attitude. No ownership of the issue or corrective action for quality improvement. They do not care - its all about how much money the average person can cough up as a result of predatory business practice.
