I am wondering if the SIM Card was a Verizon sim card. There are tools online you can check the IMEI of the phone and see if it comes up blacklisted but take caution of these sites as some are not reliable.
It would be only blacklisted if it was stolen or obtained by other illicit means.
Did the packaging appear brand new when you bought it? Were there any signs of it being used when you opened it out of the box ? Could the item have been returned by someone else?

Hello, jepitoabuan.
First, we’d like to take a moment to welcome you to our Community Forums. We hope that you’ll find a wealth of knowledge being shared as well as great conversations.
We appreciate that you’ve reached out to us. Congratulations on your purchase of Samsung S21+! Though it’s been some time, we understand that you are experiencing challenges with using it as a mobile phone device, rather than your initial use of a hot spot. With that being said, we would recommend reaching out to your mobile provider for more information.
