Missing order

I ordered a couple of gift cards a few weeks ago, and despite tracking claiming they were delivered, I never got them. I contacted customer service and they said they would initiate a refund., but then I got an email saying that they would not refund because the mail carrier said it had been delivered. They suggested that I contact law enforcement, which I did, but it was useless.
Now I have lost a lot of money and I don't know what else to do.
Is there a way to contact a higher department or something?
