So do I have to know what's wrong before they can repair it? Do they offer no diagnostic services? I have a hardware issue for which I don't know the cause. Does that mean that geek squad is unable to help?

If your computer is in need of a hardware repair, your local Geek Squad should be able to provide you an initial estimate of the costs associated with the repair, however, without sending your computer to our Geek Squad City for further diagnosis, they may not be able to see what is causing the issues you’ve been having. As nckhammond has mentioned, you’ll be charged a flat-rate fee of $84.95 before having your computer sent to Geek Squad City for further diagnosis and repair.

So is there something special I have to say? Because that's exactly what I read and what I was expecting and all I got was a bunch of guff from some jerk behind the counter, saying they can't do anything unless they know what is wrong.
I was expecting to be able to get it diagnosed but was told they can't do it.
