Best Buy should start an email verification system when people order digitally delivered products or have not used their account for several months.
There should also be a message that stands out instructing customers to check their email after have made a purchase to verify it went through. This might work in place of a verification system. But there should be something in the email that would typically trigger a SPAM filter.
Quite often there seem to be issues with people receiving their digital versions of games.
There may be a variety of reasons.
SPAM filters blocking or redirecting a message
A customer’s email address incorrectly entered in the user account
A customer’s account it not linked to the email address they think it is
Some mail clients may have filters that block the message before a SPAM filter even gets to it. Hotmail for example used to have this issue.
There could be a variety of reasons why customers are not getting their digital codes. But these steps could alleviate some of them.
I personally have always gotten my digital codes in email when they were supposed to arrive.
