Depending on which refurbished item you are talking about, items labeled as "Certified Pre-Owned" are guaranteed to be fully functional and packaged with a charger and a data cable. Certified pre-owned phones have little to no cosmetic damage. Things such as scratches and such are buffed out so that cosmetic damage is not present.
