If you have a discount set up on your account through your employer, and you are able to get a discount off the price of the phone, then yes, the only place you can get a discount off the purchase price of a phone is through AT&T Premier (to my latest knowledge).
However, if you have a discount on your service plan itself, it shouldn't make any difference where you get the phone from, as the service plan won't be changed but to add the iPhone data plan (and any other changes you may want to make).
Another thing to keep in mind is that a lot of the companies that have business agreements with AT&T do not allow the iPhone to be used with their service discounts, or cannot allow discounts with the purchase of the iPhone. I would check your account information with AT&T and check if your business discount allows for a discount off the price of the phone, or if it's just the service.
Also, if you're just getting the business discount set up, AT&T's slow, but thorough when it comes to setting it up. They actually verify employment when it's set up, and it can take some time. It's been awhile since I worked for AT&T, so I can't remember what the time frame is, or even if it changed or not.
Anyways, that's my 2 cents on the whole deal.

When I go to the AT&T Premiere site to verify my email, I then look at the Promotions. I get free activation, 23% on voice and data plans, and 25% on accessories. I do not get any discount on the iPhone itself. The problem lies in the fact that the CSA told me that I wouldn't receive any discount on voice or data plans if I didn't order the phone through the Premiere website. I was under the impression that you buy it from wherever, activate it, contact AT&T with you FAN # and/or work email, and your discount goes into effect.
I don't expect an employee discount on the phone, but them telling me that I don't get one for the voice/data plans is wrong. Verizon and Sprint don't care where I buy a phone as long as I verify that I am eligible for the employee discount.

Nokia's right. Discounts on things like the accessories have to be purchased through AT&T, but for everything else, it doesn't matter. It can be purchased from wherever.
The AT&T rep must have been desperate for a sale.
