Generally no. I have upgraded my wife's phone several times without having hers on hand.
However, it is a very good idea to bring it in with you for verification purposes and the associate would be able to assist in transferring contacts and things.
Also, if you are NOT the primary account holder on the account they may not be able to do it if you do not have the actual phone with you.
