Refurbished units should live up to manufacturer specifications. Should it be determined that a battery is in need of replacing during the refurbishing process, a replacement battery would be provided.

I have the same question, but I would like just a skosh more clarity, please.
How does the refurbisher determine if the battery "is in need of replacing"? Or, to get to the heart of my question: how safe is it to assume that a refurbished phone will have the exact same battery life as a brand new phone of that same model?
I'm very close to deciding to purchase a refurbished phone, but I would hate to get one that has the battery life of an older phone--that's my biggest concern.

I would not have the knowledge or the technical expertise to advise you exactly how the refurbisher determines if a phone's battery needs to be replaced or not. It's likely we have never been informed as to how refurbished phones are refurbished.
