I'm having the same issue with verizon so it must be Best Buy. I also had this problem when i pre-ordered my iphone 6s plus through Best Buy. Time to head to another retailer. Really Sucks!!

Thank you for your interest in the iPhone 7 and 7 Plus! I'm discouraged to hear that you're having trouble with retrieving your mobile account info on BestBuy.com with your respective carriers. I've also encountered this issue with AT&T. Please know that these are intermittent issues we are experiencing, I imagine due to the traffic on the site for these pre-orders. As such, I would encourage you to keep trying. In addition, I'll be sure to let you know if we have any updates on this.
