Chaos in phone activation

I purchased a new unclocked fully paid One Plus 9 5G phones one for me and my wife in a same order and switched my current network to ATT. After couple of days one of the phone showed ready for pick up while other showed that there is an issue activating the phone. Activation department from best buy called me regarding the same and giuded me through it. They got all the info and added ATT activation to conference, ATT spoke with me on that line after a 1 hour wait, the best buy guy alread left the call. So we had to discinnect.

 

Next day same time another call from activation dept. This time they did the same thing and att said all done and activation is successfull. There was an issue with the phone's IMEI number on ATT record. Later the best buy guy said all is cleared now and i can go to stote and get my phone.

 

When i went to bestbuy they said they cannot give the phone to me. Because activation wise all is good but that is not reflecting in bestbuy systems.

 

Now i am lost, how to get my phone for the money i paid, its almost a week now and still i dont have my phone for the money i paid. This is more like an online fraud!

 

I called activation dept again they say the activation is all complete and the status says awaiting customer pickup. What in the world...
