I HAVE A IPOD TOUCH AND MY SCREEN OF IT IS CRACKED BUT I BOUGHT WARRANTY FOR IT AND IT ENDS ON 02/13/2011 CAN I REPLACE IT FOR A NEW ONE.

Your GSBTP plan does not cover accidental damage, so no, you would not be able to send it out for Rapid Exchange.

With respect to the touch? That's up to you.
You can return the remainder of the GSBTP plan for a prorated refund. Since it expires on 2-23-11, and assuming it was a two-year plan, you've used about 63% of the plan so far, so you'll get about 37% of your money back.

is the gsbtp plan the same as the psp plan

I'm guessing it was a three-year plan then. It's pretty much the same. It doesn't cover physical damage.

Sorry to hear that your iPod has a cracked screen! I can only imagine your frustration. What Nokia has informed you is correct. The only thing I wanted to add is that you may be covered if you have an Accidental Damage from Handling “ADH” coverage.
Check your receipt to see if you purchased the service plan with ADH. If you did not purchase ADH, unfortunately the damage would not be covered. As Nokia specified, you may cancel your service plan for a prorated refund.
