Interesting that you cna use the iPad as a hotspot for no additional cost, but not a smartphone. And I know people that have multiple iPads on the same plan, so I am confused as to why you were told you couldn't.
I use a hotspot so that my wife and I can use our devices, (she has a Nook Color and an iPad) and my devices (an iPad) when we are away from home. Keeping them all charged is not an issue for us. When used, it gets charged that night.

I was told by both ATT and Verizon directly that they needed their own plan. Much like you have to pay a data fee on each phone you have. When you go to Verizons website click on Ipads, or data plans.. clearly states that they are the only provider that allowes using ipad as a hotspot for no additional fee. I dont even use data that much but when I want to use it, I want to have it avail. I mounted an ipad in my truck and use it mostly for music but it's nice to have when I am out of town and I want to look something up. All my downloads are done at home on wifi. I am going to mount my ipad 1 in my boat and use it for playing music, navigation, and weather...

I have never had any issues with "low power" on my hotspot. I also use the iGo system to charege my deivces in the field if need be.
The Hotspot gives me between 7 and 7 1/2 hours of use. With the latest firmware upgrade, supports up to 8 devices.
