In additional to content from the broadcaster, you can view content from the internet or your computer.
In the past, you would need a separate device/box. Now it's part of the TV.

No one gave you a real answer, asuming you really want to know.
Smart TVS are those that can connect to services from your computer the internet or any host of options and have multiple layers of interactivity.
There are basiaccly 3 big smart TV makers LG/Samsung/Sony
LG : new interface clean easy to use keyboard and motion control like a WII.
Samsung : horrible interface no motion control but gets the job done.
Sony: not to be confused with the playsation sonys vary wildly in how they look and work, not recomened for any one.

I read an article about how each TV company defines its Smart TV. An editor from techcrunch visited Samsung, Sony and LG's booth at CES last Jan and asked the representatives himself. All of them seem to have pretty much the same idea on what smart tv is but they highlighted a specific feature that their smart tv has. For example, LG boasted its premium apps in their smart tv.
