I am looking for a DVD / VCR combo that can do the following:

Record DVD's
Play DVD's
Play VHS tapes
Convert VHS tapes to DVD's

Currently, you won't really find anything   Pretty much everything from last year has been Clearanced out.  Not a single option on the website at the moment and stores are mostly all sold out.  When I left yesterday, I had the shelf model/open item of a Panasonic DVD/VCR combo player with all those capabilities plus the built in tuner.  Retail price runs $329.99.  Mine was missing the remote so I think it was marked down to about $269.99.  Best bet will be to go into the local stores and see if they have anything left.
