Thanks for asking your question regarding your Insignia 39" TV here on the Best Buy Support Online Community Forum.
If you're using another component like a streaming device, or a DVD player please try to turn that unit on first then your TV. What your TV is attempting to do is it's trying to locate the source that's on, and often times that'll be your basic channels.
Please let me know if that doesn't remedy your issue, and I'd be happy to dig into this deeper for you.
