The closer you sit, the closer to eye level the TV should be.

Optimally you really want the center of the TV at eye level when you're sitting in front of it. There's a really good article about it here:

Read the section on viewing angles, they measured noticible color shift starting around 15 degrees off center.

Depending on your sitting, bed or living room, I think eye level position is preferable. However, the distance as well as the area covered by viewers should also be taken into consideration.
