Welcome to our forums! I’m truly sorry to hear that you received to what seems to be an unusable phone. I can absolutely understand the frustration of receiving a phone you can’t use right away and I’d be more than happy to address this for you!
As stated in our Return & Exchange policy,
If you receive a product that is damaged in shipping, defective or that is not the product you ordered, please return it to a Best Buy store and we'll arrange for a replacement. If you would rather return the item by mail, please call us for special instructions at 1-888-BEST BUY (1-888-237-8289).
Unfortunately all mobile phones do carry a 14 day return policy. Based off the original transaction date you provided me would put this purchase out of that range. I would recommend working with your local store to inquire about your available options.
