I feel your frustration! I have gotten the same error message and spend hours on the phone with the cs reps and havent had any luck! I thought I would try posting on here to get some answers... crossing my fingers something happens!

I received no help. I have been told nothing can be done at the store level. I have a very good working relationship with several of the managers of my local Best Buy and they said they wish they could help but have no way to fix the problem. If I contact Best Buy through the 800# I am just told write a letter and read the terms and conditions of the program.
