check to make sure that airplane mode is set to OFF (it is on in the image) and that for Wi-Fi it is turned on and looking at your Wi-Fi

Unless the iPod is defective it sounds like it should be connecting to Wi-Fi just fine. Is the Wi-Fi network it is trying to connect to password protected? I could suggest bringing it into the Geek Squad precinct in your local Best Buy store to have an agent look at it.

He got it in October, and it worked fine for quite a while; then all of a sudden it wouldn't connect. We thought that maybe he had done something in the settings. Whatever the issue is, he hasn't been able to connect for a while now, will definitely take it in and have someone look at it.
