E13 code given when trying to activate reward account

I keep getting an E13 error code when activating my rewards account. I did call 1-800-bestbuy and the rewards technician could not help--frustrated! Does anyone know how the best way to activate an rewards account or what the E13 code is?

Thank you for your patience!  I apologize for any issues you may have of encountered when attempting to activate your Reward Zone account.
