I have insurance through Best Buy. My daughter has lost her phone. Does insurance cover this?

Best Buy does not sell insurance. If you have the Black Tie Protection plan, it does include a free subscription to the Locked & Found service, so if you installed the service on your phone you can track its whereabouts that way. However, as it is not an insurance plan, lost or stolen phones cannot be replaced.

then why are they taking 9.99 out of my checking account every month for the last 2 years?! that's what they told me. I dropped my insurance with sprint because this is cheaper and that is exactly what the salesperson told me when they sold us out phones!!

Black Tie Protection covers, among other things, accidental damage that may happen to your phone. An advantage over carrier insurance is that with BTP, there is never a deductible and no cla limits. However, lost or stolen phones are not covered by the plan.
