Nope, the GSM version of the iPhone 4 sold in the U.S. is locked to AT&T.

And to add on to what DanK has said. Neither Apple or AT&T will unlock the device for you. No matter how much begging you do.

Yes, however AT&T requires a credit check in order to begin a 2-year contract. They may require you to pay a deposit. Do you have a Social Security Number?

Previously, no. However Apple has just started selling it unlocked in its website. I don't know if Best Buy will be carrying this or not, but you can get it online here - http://store.apple.com/us/browse/home/shop_iphone/family/iphone

This will work on most GSM networks.
