In theory if you purchase a device off-contract at full retail price, AT&T will provide an unlock code for your phone, but sometimes people have had trouble with this.
Your best bet in this case is to purchase the international version of the Note (GT-N7000), which is vastly superior to the carrier-mangled AT&T version (SGH-I717). The AT&T note was cobbled together from Samsung's parts bin to support LTE - it has a slower (despite the higher clock speed, it's slower - see the Pentium 4 vs. Athlon XP as a historical example of this) and less power efficient CPU (Qualcomm Snapdragon in the AT&T version, Samsung Exynos in the international version) and the LTE radio is a battery hog. Also, Samsung always seems to put their lower-quality screens into the "niche market" phones such as Snapdragon-mangled AT&T variants (Skyrocket, Skyrocket HD, AT&T Note).
