Can the No Contract Inpulse phones be bought and a contract put on them through the phone company (i.e. Verizon)?

I am looking at the Verizon Inpulse Motorolla Razr No Contract Cell Phone - Silver

Unfortunetly Verizon's system does not allow us to do that. When we enter in the ESN (how they identify the phone) it says "Prepaid phone can not be used on postpaid account." On the rare occasion Verizon will allow you to do it through customer service. But I've only heard of it happening a few times.
