I went into Best Buy today to pre-order an iPhone 4S, and here's the pretty clear-cut information I received.
Around Wednesday or Thursday next week, my Best Buy store will get a shipment of the new iPhones. They don't know how many there will be, and of what kind (white, black, 16g, 32, etc).
When that shipment comes in, the preorders will be reserved in order that they were pre-ordered. So, if the first person who preordered wanted a black 32g phone, and they get that phone in the shipment, then they'll take that phone and set it aside for that person. However, if the second person who preordered wanted that same phone, but Best Buy only received one of its kind, then that second person will have to wait until the next shipment.
When the phone is released on October 14 Best Buy will fulfill their preorders first. If they only have 3 white 16g phones, and they have 3 people who preordered that phone, then no one can walk in and get that phone. However, if BB receives 3 of those phones and only had 2 preorders for it, then one person can walk in and buy that last phone.
Point is that if you preorder a certain phone, and they get that phone in the shipment, they will reserve it for the preorders! They just may not have enough from the shipment to fulfill even the preorders, if there's a lot of people who want the same type of phone.

This is what I was told by a manager in-store. I asked about everything that I read on this forum, and she was very clear that this was the plan.

If that's what the manger said, must be true.
I think each store may be doing it differently, as someone on an apple forum said their store manger just threw away this new plan and is doing it like last year.
