last time my virgin mobile phone went dead they let me choose one due to the stop of the manufacture of that phone now my optimus v has passed away and the best buy's around my house dont have that phone again will they let me choose another phone with less value and give me a best buy gift card or a phone of the same value?

If you have a Geek Squad Protection plan, or it is covered under the manufacturer's warranty, you should be able to choose a replacement phone or Store Credit value toward one of higher value. As for the Optimus Elite, I would encourage you to check with your local store, as it should be hitting shelves VERY soon.
