I looked around and found several questions about this game but none of them answered what I was hoping to hear.
I preorderd Operation Raccoon City Special Edition (not the Best Buy edition) on the Xbox 360 in-store at a local Best Buy, and I'm totally confused as to what you get and how. The in-store help didn't really seem to know what they were talking about, however they were very enthusiastac about helping.
With the Best Buy edition you get:
"the Elite Weapon Pack, which includes the Perforator and Combat SMG weapons, and six alternate costumes for your characters"
That bonus is listed on the package, implying that it's inside the game case.
Then, on the $69.00 Special Edition it's advertised as follows:
"Pre-order the Resident Evil: Operation Raccoon City Special Edition and receive the U.S.S. Costume Pack which includes six alternate costumes, including one for Vector, Lupo, Bertha, Spectre, Four Eyes and Beltway"
So, my question is will my Special Edition game come with my U.S.S. Costume pack and alternate costumes? The employees said that the Special Edition doesn't come with any preorder bonus, since the Best Buy edition is the only way to get the regular preorder I'm told. Do you not get the "Elite Weapons pack" and costumes with any preorder other than the Best Buy version?
It's all quite confusing, the only reason I purchased the Special Edition is for the bonuses so if I'm not going to recive them, I plan to cancel my preorder post haste.

Hey Crimson,
I know it can get confusing with all of the versions, bonuses, editions, etc. so I'll do my best to simplify it. I think you actually had it figured out but just could use some confirmation.
The Special Edition, which you pre-ordered, comes with...
The Best Buy Limited Edition comes with...
So to answer your questions...

It is my understanding that they are the same 6 costumes for both editions.
Do you not get the "Elite Weapons pack" and costumes with any preorder other than the Best Buy version?
The weapons offered in the Elite Weapons Pack are included in the 8 bonus weapons for the Special Edition, as well as the costumes.
Again, I know it's confusing but I believe it's set up this way due to vendor agreements since we're not the only retailer doing something like this. The difference is our code is being included in package and called an "Edition" rather than a pre-order bonus delivered via email or on the receipt.

Not overcomplicated at all, thank you for the answer.
I knew that the Special Edition had all eight weapons, they're all broken up between different retailers. Each getting two or three of them. So the Special Edition contains all of them, the thing that got me curious was the wording of the Special Edition bonus. It had said specifically "If you preorder" you get the U.S.S. costumes.
So I just wasn't sure if that was contained within the packaging or if it was a seperate bonus. I know games like Halo CE: Anniversary claimed that you got a preorder bonus when if fact it was boxed in with the disc. I'm just a tad OCD and didn't want to miss out on my coveted bonus content. :3
I've got to say though, that's it's kinda pointless to preorder the Special Edition if all of the preorder content is in it anyway. So if you go to another popular retailer, you'd wind up with two of the same costume codes and two extra weapons you've already got.
Anyhow, thank you for answering me. I may ask to see the packaging when I go to pick it up, just to ensure the costumes are inside. Gotta have 'em!
