The same thing happened with me, with the same game (Fire Emblem Fates: Birthright).
A friend bought this game for me, sealed, and it was empty.
The bigger problem is that we live in Brazil, and he only travels to the US once a month.

Welcome to our forums and thanks for posting. It’s concerning to hear there wasn’t a disc inside your game, so I’ll be happy to advise you on your options.
In the event an order that’s missing some or all of the items that should be included the best option is to usually bring it to one of our stores so we can arrange for a replacement. Alternatively we also have the option to do a return via mail. That said, if you’re outside of the US this makes things difficult, as return shipments must originate from a US address, and we do not accept international shipments.
Given the circumstances I know this may not be an option since your friend only travels to the US once a month, but my recommendation is if the purchase is still within its Return and Exchange Period to ship it to someone you know in the US as soon as possible so they can bring it to a store for assistance.

I also purchased Fire Emblem: Conquest during a sale earlier this year or late last year. I recently gave it to my cousin and he said it was empty when he purchased it. I live in Hawaii and he lives in Oklahoma. How would I go about resolving this issue.

As it seems to be an usual problem with this game, there's no way for me to send the game case within the Return and Exchange Period and I can't prove the game case was empty when I bought, I'll just accept that money was lost and refrain to buying games at BestBuy on the future.
This never happened to me before. It's unacceptable.

That exactly what I said above. As I can't prove that I'm telling the truth and it seems there's nothing BestBuy can do, I'll just buy games in another store in the future.
They just sell what they receive, but the responsibility is not mine. I'm the one who lost money. It's easy for a store to just put the blame and the manufacturer and say there nothing they can do, and this way they can keep selling empty game cases for years to come.
