Well spent an hour on hold and then finally got through to a super helpful person, I forgot to ask her name.
But i gave her my order number, the dlc code I used that was wrong and the sku that was posted on this thread. Took about an hour but she read me a memo from best buy about how EA screwed up and they are working on the problem. Then she helped me get a new code and stayed on the phone with me untill we confirmed it was the right DLC code.

I just picked up my PC version today. The lady at customer service told me there was a code for the SPECACT on the receipt, I took her word for it. Getting it home I'm scanning all over the receipt, no obvious code in sight. I have 3823183 DIG-PC-BF3 DIG-PC-BATTLEFIELD 3 SPECACT 5.00 PACK DISC on my receipt. Mariel, you say it should be 4 sets of 4 characters towards the bottom of the reciept. The only thing on my reciept with 4 sets of 4 is the Val #. I might have to go in tomorow and have someone point it out exactly to me. Also where am I supposed to redeem the code? On Orgin or in game? Thanks.

Same issue as above. Pre-ordered at Best Buy in Orange, CA. The guy that rang me up said that the code would be e-mailed. One of my other mates in another line was told that it would be in the box. We both opened up our boxes and there were no pre-order downloadable codes for the SPECACT kit. Neither of us have been e-mailed any sort of code for it. We cant really return our games anymore since they've already been opened.
Its frustrating to say the least.
