Ok, so I bought Batman Arkham City for Xbox360 on the day it came out. On the front I was surprised to find that I get a free download for "Batman: Under The Red Hood". But I never found a code or any way of getting it, what's going on?

That is because from what I have heard and read the stores actually tagged the Blu-ray release of Batman: Year One, which was the animated film that came out the same day as Arkham City. At least that was what happened at the Best Buy stores in my area. They should have put the sticker on the outside of the games, but it was tagged on the outside of the Blu-ray. There is also a chance that it wasn't the fault of Best Buy but the vendors who supply the product and the promotion. I am sure if you call customer service and explain the situation they can take care of you or politely go into the store and talk to customer service, but it may work out easier if you simply called customer service.
