I am having the exact same issue. The order is telling me to check my digital download library for it, but nothing is there. I don't know what else to do. I can't present it to a retail store like the FAQ metions since nothing is there.

Welcome to our forums and thanks for becoming a GCU Member. It definitely sounds like there’s some confusion over the GCU activation process, which I’ll be happy to clarify for you.
First the email you received states “ready to download” because this is the email template used for all orders processed though the digital library, whether a digital game download or a GCU Membership. Further down in the email you should see the GCU Membership marked as email delivery, as no download is required in this instance.
Secondly no action by you is required to complete activation online or in-store. In most cases we expect automatic activation to take 1-2 business day to complete, however there are a few scenarios that can cause delays. Using the information you registered with our forums I was able to locate your account and GCU purchase, and see you placed your order a little more than 24 hours ago, so it’s not unusual that your Membership hasn’t completed activation yet.
That said everything looks normal on your order and account, so you should see your membership automatically complete activation within the next day or two. However if you’re still not seeing your membership listed on BestBuy.com and discount applying come Monday please let me know.
