Mobile Battery Pack does not continue to charge

Last week I purchased a 12000mAh mobile battery pack to charge my phone when in remote locations.  After fully charging the battery and using the first weekend I noticed that it would sometimes stop charging after 5 minutes, sometimes it would reach 80% or more aand stop. I wasn't always there to see exactly what happened, just that I would return to my phone and it would not be at 100% and it was no longer charging..  I returned the battery to BestBuy and now the new one is behaving similarly. 


The instructions don't describe the charging function as having an "auto-shut off" or other limiting software.  I assume the battery will act like a wall transformer and reach 100% and remain charging.  This allows the user to count on a phone being fully charged whenever they return to use it.


How is the battery supposed to work?  Do I have another defective battery?
