I have ADSL 6meg download .4meg upload. I want to use a webcam to to link live with another webcam running off a cable modem. Will my slower upload speed slow down the info being sent to them from my webcam?

0.4 Mbps is borderline. It should be enough for lower resolutions but high resolution high framerate video might be problematic.

Hello Elitopus!
I believe you are saying you have a .4Mbps upload, correct? Meaning 400Kbps. It is uncommon for ADSL to have anything more than 1Mbps upload.
With 400Kbps you should be able to share the webcam. It also depends on what resolution your webcam is. The majority of them have a maximum as 640x480. Some of the newer webcams can go all the way up to HD resolution 1600x1200. The higher the resolution your webcam is set to the more upload bandwidth it would require. If you are having problems then try lowering the resolution to the next lower step. This setting should be located in the software you are using.
