Not necessarily. As I said in my previous post - if your target application is gaming, then this statement is not necessarily true.

The range of performance available from graphics chipsets is FAR greater than for any other system component. At any given time, you can probably find at least an order of magnitude (probably two) of range from the lowest end system on the market to the highest in terms of graphics.

The end result is that you can find four year old systems (like my Dell E1705) with discrete Nvidia/ATI graphics (A 7800GS in the case of that old Dell) that still blow brand new systems with Intel GMA series graphics out of the water.
